Direct AID Program - Application Guidelines
The Australian Embassy’s Direct Aid Program (DAP) for Iraq is a competitive small grants program available to eligible organisations to undertake development activities on a not-for-profit basis.
Who can apply?
Applications are invited from local legally registered non-government organisations (NGOs) with experience in implementing development activities in Iraq. Applicants will not be accepted from individuals.
What activities are eligible for DAP support?
Eligible DAP activities should promote environmental protection or provide direct benefits to those most in need in the local community. This includes disadvantaged and vulnerable groups in Iraq such as women and girls, people with a disability and displaced people. Eligible activities include education, small scale infrastructure, sanitation, rural development, environmental development, gender equality, disability inclusion, economic empowerment, cultural and sporting activities and community health. All such projects must have developmental outcomes that have a direct, practical and sustainable impact.
We will favourably consider projects which address one or more of the following:
- Address and promote environmental protection
- Empower women and girls
- Provide or advocate for psychosocial and other disability support services
Projects should be self-contained, with finite timelines. Activities in which the recipient community themselves makes a significant contribution in terms of labour, materials or cash are particularly well-received. Projects that might act as a catalyst for additional development of the community or a model for similar developments elsewhere will also be welcomed. There is no minimum amount that a single DAP project can receive but the maximum is AUD58500 over the life of the project. Projects must be fully implemented within a maximum of two years. Proposals must be clearly defined with specific outputs.
What activities are NOT eligible for DAP support?
As a general rule, the following activities and inputs would not be funded:
- Items of a routine or recurrent nature, such as staff salaries, office rental and utility costs, spare parts, supplies, routine maintenance and repairs
- Payment of salaries or fees for consultants, advisors and managers where they constitute a major cost component
- Generic conferences, training, cultural and sporting activities that cannot demonstrate a developmental outcome
- International travel, including overseas study tours
- Cash grants or micro-credit schemes or projects that involve the return of money
- Commercial ventures
- Purchase of major assets (e.g. vehicles)
How do I lodge an application for DAP support?
Applications are to be lodged using the online form on the DAP SmartyGrants portal through the below following link.
The deadline for applying for the Direct Aid program has been extended to 4pm on Saturday, 06 January 2024 .

Application Checklist
All applications need to have the following information:
- Project proposal, which clearly defines the specific outputs and outlines the expected developmental impact of the project
- Fully costed project budget, including details of other funding sources
- Registration certificate
- Details of two referees
- Child Protection Code of Conduct/Child Protection Policy
(where project involves working with children)
Important Information
Accountability, Transparency and Reporting
The Australian Embassy required a high degree of transparency and accountability in relation to all projects that receive DAP grants. Proposals must demonstrate that the risk of wastage, administration costs and other costs not delivering direct benefit to the target community will be minimised.
Building or construction related projects should meet or exceed Australian standards wherever reasonably practicable to do so. Departure from Australian standards on the basis that meeting such standards is not reasonably practicable should only be accepted where it is defensible to do so, supported by a clear, persuasive and documented explanation.
Recipients of DAP funding must ensure that no support or resources are provided to any entity subject to sanctions (by the United Nations Security Council or the Australian Government).
An organisation receiving DAP funding will be required to:
- Sign a contract that sets out the terms and conditions of the grant
- Keep full financial records of all expenditure (including receipts)
- Submit progress report within six months of receiving funding
- Submit a full financial report on completion of the project, including receipts

برنامج المساعدة المباشرة في السفارة الأسترالية (DAP) في العراق هو برنامج تنافسي للمنح الصغيرة متاح للمنظمات المحلية المؤهلة للقيام بأنشطة تنموية على أساس غير ربحي.
من يمكنه التقديم على المنحة؟
تستقبل الطلبات من المنظمات غير الحكومية المحلية المسجلة قانونيا ذات الخبرة في تنفيذ مشاريع التنمية في العراق. لن يتم قبول الطلبات المقدمة من الأفراد وغيرها من المؤسسات.
ما هي المشاريع التي يمكن تمويلها ضمن برنامج المساعدة المباشرة؟
ينبغي أن توفر المشاريع منفعة مباشرة لحماية البيئة او تقديم المنفعه لأولئك الذين هم في أمس الحاجة إليها في المجتمع المحلي بما في ذلك الفئات المستضعفة مثل النساء والفتيات والأشخاص ذوي الإعاقة والنازحين. وتشمل المجالات المؤهلة التعليم والبنى التحتية الصغيرة والصرف الصحي والتنمية الريفية والتنمية البيئية والمساواة بين الجنسين وذوي الإعاقة والتمكين الاقتصادي والأنشطة الثقافية والرياضية والصحة المجتمعية. ويجب أن تتسم المشاريع بطابع تنموي ونتائج ذات تأثير مباشر وعملي شامل ومستدام.
سيتم النظر بشكل إيجابي الى المشاريع التي تتناول واحداً أو أكثر من الأمور التالية:
- معالجة وتعزيز حماية البيئة
- تمكين النساء والفتيات
- توفير أو دعم خدمات الدعم النفسي والاجتماعي وغيرها من خدمات دعم الإعاقة
يجب أن تكون المشاريع قائمة بذاتها مع خطوط زمنية محدودة. وتفضل المشاريع التي يساهم فيها المجتمع المستهدف والمستفيد من حيث توفير اليد العاملة أو المواد المستعملة في تنفيذ المشروع. كما سيتم الترحيب بالمشاريع التي تهدف الى تنمية المجتمع أو تطويره بتطبيق نماذج مماثلة من أماكن أخرى. لا يوجد حد أدنى للمنحة المقدمة من خلال البرنامج ولكن الحد الأقصى هو 58500 دولار أسترالي على مدى عمر المشروع. يجب تنفيذ المشروع بالكامل خلال مدة أقصاها عامين ويجب أن تحتوي الطلبات على نتائج محددة.
ما هي المشاريع والمواد التي لا يمكن تمويلها ضمن برنامج المساعدة المباشرة؟
بشكل عام، لن يتم تمويل المشاريع والمبالغ التالية:
- المبالغ ذات الطبيعة الروتينية أو المتكررة ، مثل رواتب الموظفين وبدل ايجار المكاتب وتكاليف الخدمات وقطع الغيار والتجهيزات وتكاليف الصيانة الروتينية والإصلاحات
- الاجور أو الرسوم للمستشارين ومدراء المشاريع والمدربين حيث يشكلون عنصرا رئيسيا في تكلفة المشروع
- المؤتمرات العامة وبرامج التدريب والأنشطة الثقافية والرياضية التي لا تظهر نتائج إنمائية
- السفر الدولي، بما في ذلك الجولات الدراسية في الخارج
- المنح النقدية أو المخططات ومشاريع القروض الصغيرة التي تنطوي على إعادة الأموال
- المشاريع التجارية
- شراء الممتلكات الرئيسية (مثل السيارات)
كيفية التقديم لبرنامج المساعدة المباشرة
يجب تقديم الطلبات من خلال ملء الاستمارة المتاحة على موقع سمارتي كرانت الالكتروني من خلال الرابط التالي. تم تمديد الموعد النهائي للتقدم على برنامج المساعدة المباشر حتى الساعة 4 عصراً من يوم السبت المصادف 6 كانون الثاني 2024.

قائمة تدقيق المتطلبات
يجب ان تحتوي جميع الطلبات على المعلومات التالية:
☐ تفاصيل المشروع المقترح والذي يتضمن مخرجات المشروع والأثر التنموي المتوقع
☐ ميزانية المشروع مفصلة بالكامل بما في ذلك تفاصيل مصادر التمويل الأخرى
☐ شهادة تسجيل المنظمة
☐ تفاصيل الاتصال بأشخاص او مؤسسات عملت معهم المنظمة مسبقا، عدد (2)
☐ مدونة السلوك لحماية الطفل / سياسة حماية الطفل (عندما يتضمن المشروع العمل مع الأطفال)
معلومات مهمة
المساءلة والشفافية وتقديم التقارير
يتطلب العمل مع السفارة الأسترالية درجة عالية من الشفافية فيما يتعلق بجميع المشاريع التي تحصل على منح برنامج المساعدة المباشرة. يجب أن توضح الطلبات كيفية تفادي الخسارة وتقليل تكاليف الإدارة والتكاليف الأخرى التي لا تحقق فائدة مباشرة للمجتمع المستهدف والمستفيدين.
يجب أن تلبي المشاريع المتعلقة بالبناء أو الإنشاء المعايير الأسترالية أو تتفوق عليها حيثما كان ذلك ممكنا ولا يجوز ترك المعايير الأسترالية على أساس أن تلبيتها مهمة غير معقولة عمليا إلا عندما يكون من الممكن دعم هذا القرار بشرح واضح ومقنع وموثق.
يجب أن يضمن متلقو تمويل برنامج المساعدة المباشرة عدم تقديم أي دعم أو موارد لأي كيان خاضع لعقوبات مجلس الأمن التابع للأمم المتحدة أو الحكومة الأسترالية.
سيتوجب على المنظمات التي تحصل على المنح أن تقوم بما يلي:
- توقيع عقد يحدد شروط وأحكام المنحة
- الاحتفاظ بسجلات مالية كاملة لجميع النفقات (بما في ذلك الوصولات والفواتير)
- تقديم التقارير المرحلية وتقرير نهائي في غضون ستة أشهر من تلقي التمويل
- تقديم تقرير مالي كامل عند الانتهاء من المشروع بما في ذلك صور تنفيذ المشروع وفواتير الدفع
